Joe Keeney

Founder and Chairman

Joe Keeney is the founder and Chairman of 4th Sector Solutions, School Food Solutions L3C, and of 4th Sector Transportation LLC. He has 20+ years of experience serving the national charter school community. From 1997-2005 Joe was with Edison Learning, where he served as President of Edison Charter Schools. While at Edison, he helped build the nation’s largest and highest achieving network of public charter schools at the time, serving approximately 30,000 students in 14 states and DC. His responsibilities included client and new school development, school finance and operations, and real estate design and construction. Prior to Edison, Joe had been a divisional president and chief operating officer of a Fortune 1000 global manufacturer (including five years in Hong Kong), and a corporate strategy consultant at LEK Consulting Inc. in London and Boston. Joe has a BA in economics from Columbia College and an MBA with high distinction from Harvard Business School, where he was elected a Baker Scholar (top 5% of class) and received the Macy Scholarship and the Uhlmann Award. He also earned an EdM in education leadership from Teachers College, Columbia University, and served as a mentor in the Leadership for Educational Entrepreneurship program at Arizona State University. Joe is the author of several articles and book chapters for American Enterprise Institute publications, as well as several articles on facility financing and on building a high performing back office. In 2010, he was selected by the U.S. Department of Education to serve as a peer reviewer in the $4.35 billion Race to the Top grant competition. Joe serves on the board of Charter Schools Development Corporation, a Community Development Financial Institution. Joe has played rugby for Columbia, Harvard, the Charles River Rats and the Kowloon RFC, and he is an Ironman triathlete.

Melissa Fox

Chief Financial Officer

Melissa leads 4th Sector’s finance practice. She joined 4th Sector in 2008 with over 15 years of accounting experience, split between the non-profit and for-profit sectors. Melissa’s range of activities includes finance and accounting, reporting systems and procedures, and facilities financing for independent charter schools management organizations. She works closely with school and CMO leadership, as well as site-based operations managers to ensure the financial health, control, and stability of the charter schools other non-profit programs supported by 4th Sector. Melissa was previously a senior accountant for a rapidly growing restaurant chain that expanded from 14 to over 50 stores during her tenure. Her duties called for a wide range of financial reporting and accounting functions. Melissa holds a BS in Accounting from Southeastern Louisiana University.

Joe Neary

Chief Operating Officer

Joe has over 15 years of educational management experience in New York and New Orleans. Most recently he was Chief Operating Officer of FirstLine Schools, which operates five charter schools in New Orleans. Joe has extensive charter school financial and operating expertise, and organized the Charter School CFO Roundtable in New Orleans. He leads or supports 4th Sector’s operations, human resources, finance and business development activities.

Bob Keogh

Vice President of Finance, New York
CFO, School Food Solutions

Bob leads 4th Sector’s New York finance practice. Bob previously served as Director of Finance for the Algiers Charter School Association, managing budgets and grants for New Orleans’s oldest and largest charter management organization. He also served as the Director of Procurement and Finance for the Recovery School District, a special statewide school district administered by the Louisiana Department of Education. Bob also serves as CFO of School Food Solutions L3C, a 4th Sector affiliate. A New York native, Bob received his B.S. from Boston College in Business Management.

Brandy Whitfield

Vice President of Human Resources

Brandy Whitfield is the Vice President of Human Resources at 4th Sector Solutions. Prior to joining 4th Sector in early 2014, Brandy worked with the Recovery School District of Louisiana (RSD), where she managed on-boarding, off-boarding, training and development, payroll, benefits, and certifications. In her current role at 4th Sector Solutions Brandy provides similar services to charter schools in four states. She works closely with school staff to ensure all staff are equipped with the tools needed outside of the classroom to perform inside of the classroom. A native of Baton Rouge, Brandy attended Northwestern State University where she received a BS in Biology and has an MBA with a concentration in Human Resource Management.

Kevin Cox

Head of Finance Team, New Orleans

Kevin leads 4th Sector’s New Orleans finance practice. He graduated from the University of Louisiana at Lafayette in 1996 with a Bachelor of Science majoring in economics. Kevin later completed his studies in accounting at the University of New Orleans to become licensed as a Certified Public Accountant. He is a member of the American Institute of Certified Public Accountants, Society of Louisiana Certified Public Accountants as well as a certified QuickBooks ProAdvisor. He brings over eight years of public accounting experience to 4th Sector with a background in financial accounting, tax accounting and payroll services.

Jonathan Tebeleff

Vice President of Finance Team, New Orleans

Jonathan is Vice President of Finance at 4th Sector Solutions. He joined 4SS from New Orleans College Preparatory Academies (NOCP), where he was Chief Financial Officer for seven years. NOCP operated an early learning center as well as a K-8 and high school. Prior to NOCP, Jonathan held senior finance roles with the Recovery School District of Louisiana for two years, and internal audit and analyst roles with ExxonMobil. He has a BA in Finance and Management from Tulane University (where he was a member of the rowing team) and MBA from the Robert H. Smith School of Business at the University of Maryland. He is also a board member of the Children’s Bureau of New Orleans and the Melange Dance Company.

Brad Rosenblat

Brad Rosenblat is Vice President of Finance at 4th Sector Solutions.

He joined 4SS after seven years with KIPP New Orleans Schools (KNOS), serving as Managing Director of Finance for five years and Director of Finance for two years. KNOS operated pre-kindergarten through twelfth grade public schools across 9 campuses, serving over 6,000 students and 900 employees. Prior to KNOS, Brad held financial consulting and advisory roles for two years with Intrepid Investment Bankers and Bank of America Merrill Lynch in Los Angeles, and audit advisory roles for four years with PricewaterhouseCoopers in Washington, DC. Previously, Brad played center field for the Brockton Rox professional baseball team in Brockton, MA for two years. Brad has an MBA from the UCLA Anderson School of Management (where he was president of the Finance Association) and a MS and BA in Accounting from The George Washington University (where he played varsity baseball). He is also a board member of the Jewish Community Center in New Orleans and serves as a volunteer baseball coach at Frederick A Douglass High School.

Jennifer Grimes

Director of Operations

Jennifer has built a career and reputation assisting school leaders with business operational tasks. She joined the 4th Sector Solutions team in April 2014 as an Operations Manager, where she managed the start-up planning and executions of Baton Rouge University Preparatory Elementary. Previously she served as the State of Louisiana Recovery School District Director of Operations, overseeing 10 schools that were direct-run through the RSD within East Baton Rouge, Pointe Coupee, St. Helena and Caddo Parish. Her responsibilities include managing the schools start-up process, vendor management, contracts, data/state reporting, recruitment and technology.

Stacie Landry

Finance Manager

Stacie Landry is a Finance Manager at 4th Sector Solutions. She has over 20 years of experience in various industries, including non-profits, restaurants, distribution and logistics, and manufacturing. Over the past five years, Stacie has help build shared service models with her team to provide back of house support in various areas, including, accounting, human resources, risk management and payroll. Stacie graduated from Southeastern Louisiana University in 2001 with a Bachelor of Science in Accounting.

Kyle Pellerin

Finance Manager

Kyle is a Finance Manager based in New York City. Kyle joined 4th Sector in Louisiana in 2015, serving schools in Baton Rouge and New Orleans as an Accounting Manager while also serving as the Grants Manager, prior to relocating to New York to help lead 4th Sector’s expansion. In his time with the organization, Kyle has managed several financial audits and annual forecasts, implemented new systems to streamline the workflow of our clients, and has contributed significantly to our growing client base in the Northeast. Kyle earned his B.S. in Finance from Louisiana State University.

Xiao Zhang

Accounting Manager

Xiao Zhang is the Accounting Manager in the New Orleans office of 4th Sector Solutions. She graduated from Dongbei University of Finance and Economics in China with a BS in Accounting. She went on to obtain her Master degree in Finance at Tulane University. Since joining the team in 2017, Xiao has led many projects such as grants, state financial reporting, budgeting and forecasting for multiple organizations. She has also provided significant expertise in bookkeeping, monthly closing, retirement plan preparation, and various financial model maintenance. Xiao has passed the CPA exam and is currently in the process of applying for her CPA license.

Shahzad Rasheed

Finance Manager

Shahz Rasheed is a Finance Manager for 4th Sector Solutions in New York. He is an Accounting and Auditing professional with 8+ years of experience in various industries including international public health organization, distribution and manufacturing. He has also been involved in ERP and financial data visualization software implementations. He earned his Bachelor of science in Applied Accounting from Oxford Brookes University and is a Certified Accounting Technician and Chartered Certified Accountant (UK).

Tatiana Liriano

Finance Manager

Tatiana Liriano is a Finance Manager for 4th Sector Solutions in New York. Prior to joining 4th Sector, she was a Grants Manager for East Side House Settlement in the Bronx, where she served for 13 years. East Side House Settlement operates afterschool programs, community centers, Head Start programs, senior citizen centers, transfer schools and meal delivery programs. Tatiana managed over 30 budgets and has extensive grants accounting and management experience. She has a BA in Accounting from The College of Saint Rose in Albany, NY.

Macee Spencer

HR Manager

Macee Spencer is the HR Manager at 4th Sector Solutions. Prior to joining the team in 2020, Macee worked with private and not-for-profit organizations to create a best-in-class culture by managing on-boarding, off-boarding, employee engagement, payroll, benefits, and employee relations. In her current role at 4SS, Macee provides similar services for charter schools and non-profits in several states. She works closely with administrators to create a positive work experience for their teams and ensure regulatory compliance across employee relations, payroll, and benefit programs. A native of Baton Rouge, Macee attended Louisiana State University where she received a B.S. in HR Management. She also has an MPA with a concentration in HR Management and is a certified HR professional by the Society for Human Resource Management.

Tess Bradford

CEO School Food Solutions

Tess Bradford is the Chief Executive Officer of School Food Solutions L3C (a 4th Sector affiliate) and also provides human resources, operational, and compliance support to 4th Sector’s New Orleans clients. She has eight years of Louisiana charter school experience. She was previously the Chief Operating Officer of the Algiers Charter Schools Association, the oldest and largest Charter Management Organization in New Orleans. At Algiers Charter School Association, Tess directly managed a team of 15 Directors in finance, operations, HR and talent management, student data, technology, exceptional student services and compliance for the organization. Prior to Algiers she was Executive Director of the Recovery School District of Louisiana, where she oversaw the restructuring of the RSD’s shared services for Charter Schools in New Orleans and went onto managed day-to-day operations for the ten direct run campuses across four Louisiana parishes.
